There is Another Sky by Chandra Clarke

Ex-RCMP officer Adithi Carlyle crossed 35 million miles to escape her past. Mars. A fresh start. A place where she could put on a new badge and do what she does best: Maintain order. Pursue justice. But nothing on the red planet is as it seems. The underground habitats are falling apart at the seams, the citizens are stretched thin and run ragged, and the line between public safety and authoritarian control is vanishing before her eyes. Armed with a sharp mind, obsessive training, and an eye for institutional BS, Adithi must take a stand. But standing up means drawing attention, and that’s the one thing a woman with a secret can’t afford.
